THIS IS PROBABLY THE FIRST OF SUCH PLANS THAT THE CITY HAS CONDUCTED FOR ITS PARKS AND RECREATION SYSTEM SO HONORED TO BE POTENTIALLY INCLUDED IN THAT PROCESS.

SO I WANTED TO DERBY PREPARED SOME SLIDES TO KIND OF WALK THROUGH OUR PROCESS. BUT I WANT TO MAKE SURE WE ALSO RESERVE PLENTY OF THE HALF HOUR WE HAVE FOR THIS INTERVIEW FOR ANY QUESTIONS OR DISCUSSION WE HAVE AT THE END.

AS I MENTIONED MY NAME IS BRIAN TRUSTY.

AND WE HAVE PROPOSED A STATISTICALLY VALID SURVEY AND IF THAT'S A SERVICE YOU WOULD LIKE TO INCLUDE IN THIS PROCESS WE HAVE ECT INSTITUTE ON BOARD. AS I MENTIONED THE HE WE ALL CAME OUT OF THE FIELD OF PRATIONING.

WE'VE WORKED WITH OVER 50% OF THE PUBLIC PARKS AND RECREATION AGENCIES THAT HAVE WON THE NRP GOLD MEDAL AWARD AS WELL AS OVER

IN FACT LAST YEAR IN SEPTEMBER THE GOLD MEDAL AWARD WINNER FOR CITIES ABOVE 150,000 PEOPLE WENT TO OUR VERY OWN LEWISVILLE, TEXAS HERE IN NORTH TEXAS, SO WE WERE CLASSIFIED AS HAVING THE BEST PARKS AND RECREATION SYSTEM FOR A CITY OF ITS SIZE IN THE COUNTRY AT THE TIME. I KNOW YOU'RE A SMALL COMMUNITY IN A LARGE METRO AREA, BUT YOU'VE EXPERIENCED 15% GROWTH IN YOUR POPULATION IN THE LAST FEW YEARS, SO YOU ARE EXPANDING. YOU'RE GOING TO HAVE NEW FACILITIES ON YOUR HORIZON WITH THE REC CENTER AND THE LIBRARY THAT ALSO FALL AS REALLY MAKING SURE THAT THE LEVEL OF SERVICE IS SET UP FOR WHERE YOU ARE TODAY AND WHERE YOU WILL TOMORROW. AND YOU ARE TOMORROW OF AND IMPROVING THE CONDUCTIVITY NOT ONLY BETWEEN PARKS BUT PARKS AND MAJOR CIVIC SPACE.

AND AGAIN TO MAKE SURE THAT THE WHOLE ENTERPRISE, YOUR PARKS AND RECREATION SERVICES AND SYSTEMS, I KNOW RIGHT NOW -- I BELIEVE IT'S UNDER COMMUNITY SERVICES, IT IS SOMETHING THAT'S FINANCIALLY RESILIENT, THAT'S RIGHT-SIZED FOR YOU AND HAS A DYNAMIC AND REALISTIC ACTION PLAN, THAT'S GOT THE RIGHT BALANCE OF AMBITION AND REALISM. WE REALLY HAVE THREE MAJOR STEPS IN OUR PROCESS. WE START WITH A STRONG UNDERSTANDING OF WHERE YOU ARE TODAY, WHERE WE DO A LOT OF ASSESSMENTS AND OF COURSE YOU HAVE FOUR PARKS, SO IT DOESN'T TAKE TOO LONG TO DO SITE ASSESSMENTS FOR A PARK SYSTEM OF YOUR SIZE BUT WE WANT TO GET TO KNOW THEM DOWN TO THE SQUARE INCH, SO WE CAN MAKE INFORMED RECOMMENDATIONS TO YOU ABOUT WHAT TYPES OF IMPROVEMENTS MAY BE NECESSARY OR SOMETHING TO THINK ABOUT OVER THE NEXT TEN YEARS, AND THESE PLANS TYPICALLY HAVE A TIME HORIZON OF ABOUT TEN YEARS.

SO ONCE WE GET THROUGH THE ASSESSMENT PHASE, REALLY GET TO MOVE INTO WHAT WE CALL THE IDEATION PHASE, WHERE WE PUT ALL THAT WORK INTO RECOMMENDATIONS AND STRATEGY AND THEN THAT WE ENDED OUR THIRD PHASE, WHICH IS DEVELOPING THAT IMPLEMENTATION PLAN. WE HAVE MOVED IMMEDIATELY INTO KEY STAKEHOLDER VIEWS, INTERVIEWING Y'ALL AS LEADERS OF THE COMMUNITY, INTERVIEWING STAFF, OTHER STAKEHOLDERS, USERS.

WE HAVE FOCUS GROUPS THAT WE CAN WORK WITH YOUR TEAM TO HELP IDENTIFY AND PULL TOGETHER. AND THEN WE ALSO HAVE PUBLIC MEETINGS. WE HAVE A SERIES OF THREE PUBLIC MEETINGS WE'LL TALK ABOUT. BUT WE'LL GO THROUGH THE WHOLE PROCESS OF GETTING TO KNOW YOUR SYSTEM, UNDERSTANDING THE GAPS, DEVELOPING A LEVEL OF SERVICE, UNDERSTANDING YOUR RECREATION PROGRAMS AND YOUR SPECIAL EVENTS.

I WILL KNOW YOU HAVE THE EASTER EGG HUNT, MOVIES IN THE PARK, FALLINGFEST AND THE CHRISTMAS PARADE AND WHAT IS YOUR INCENTIVE PROGRAMING AND EVENTS THAT'S COMING UP AFTER THAT, THAT THIS PLAN REALLY WANTS TO SPEAK TO.

BECAUSE IT'S REALLY ABOUT TARGETING YOUR EXISTING USERS AS WELL AS YOUR NON- USERS. WE WANT TO GET THE VOICES OF EVERYBODY IN THE COMMUNITY TO BE ABLE TO HAVE ACCESS TO THIS PROCESS. SO WE USE -- WE PROPOSED A NUMBER OF STRATEGIES IN YOUR COURSE, NOT ONLY THE KEY STAKEHOLDER INTERVIEWS AND FOCUS GROUPS BUN THE PUBLIC MEETINGS AND THE STATISTICALLY VALID SURVEY.

SO AGAIN, WE WANT TO CREATE EASY ACCESS TO THE PROCESS AND WE WANT TO USE THE COMMUNITY SURVEY TO INFORM HOW WE DEVELOP RECOMMENDATIONS, AND HOW THAT TRANSLATES INTO PRIORITIZATION FOR BOTH FACILITIES AND AMENITIES, AS WELL AS PROGRAMS AND SERVICES. SO ALL OF THIS CULMINATES INTO A FAIRLY LOGICAL ANALYTICAL PROCESS THAT IS VERY DEFENSIBLE FOR YOU ALL AS MEMBERS OF THE COMMUNITY, TO COME BACK LATER AND SAY HOW DID YOU COME UP WITH THAT CONCLUSION SO YOU HAVE A TRANSPARENT PROCESS. ONE OF THE MOST IMPORTANT ASPECTS OF A PLAN SUCH AS THIS IS THE TEN-YEAR CAPITAL IMPROVEMENT PLAN THAT COMES OUT OF IT.

BECAUSE WE HAVE BEEN PRACTITIONERS AND WE'VE HAD TO MANAGE THESE TYPES OF SYSTEMS AND FACILITIES OURSELVES, WE BRING A LOT OF EXPERTISE TO THIS PROCESS.

WE LIKE TO ORGANIZE CAPITAL PROJECTS INTO THREE BUCKETS.

THE FIRST ARE THE CRITICAL ONES, THE PROJECTS THAT ARE KIND OF SETTING OUR HAIR ON FIRE A LITTLE BIT, THE THINGS THAT MAY BE BROKEN OR NEED IMMEDIATE ATTENTION IN THE PARK SYSTEM.

WE HAVE A SECOND BUCKET WE CALL SUSTAINABLE.

THESE ARE PROJECTS THAT CAN ENHANCE YOUR PARKS AND RECREATION SYSTEM INTO THE FUTURE.

AND THEN WE DON'T SHY AWAY FROM THAT THIRD BUCKET, BECAUSE BIG VISIONARY IDEAS WILL COME OUT OF THE PROCESS.

WE WANT TO KEEP THEM IN THE PROCESS AND INCLUDE THEM AND PLAN AROUND THEM BUT THOSE MAY BE THINGS THAT REQUIRE MORE CREATIVE FUNDING STREAMS IN THE LONG TERM FUTURE OR CREATIVE PARTNERSHIPS. BUT AGAIN WE CAN ALSO HELP TO BROKER AND TAILOR. IF THAT'S SOMETHING THAT YOU'RE LOOKING FOR. AND THEN WHEN WE DO OUR COST ESTIMATING, WE DON'T STOP AT JUST GIVING YOU AN ESTIMATED COST OF HOW MUCH IT'S GOING TO TAKE TO BUILD IT IN THE FIRST PLACE. WE ALSO LET YOU KNOW WHAT THE IMPACT IS ON YOUR OPERATIONS AND MAINTENANCE BUDGET, WHAT YOU CAN EXPECT FOR THE LONG-TERM LIFECYCLE REPLACEMENT SO YOU HAVE A TRUE TOTAL COST OF OWNERSHIP IN MIND.

THAT WAS A GENERATOR FIRE AT ONE OF THE BUSINESSES IN TOWN.

THAT WAS THE SAME BUSINESS THEY WERE DOING INSPECTION ON, PROBABLY A MONTH BEFORE THAT. WE HAVE TO DO PHYSICAL FITNESS TRAINING. MORE PHYSICAL FITNESS TRAINING. THAT'S THE HIGH RESCUE TRAINING. WE DID SEND ONE GUY TO TEXAS A&M AND HE'S TRAINED TO DO THAT AND HE CAME BACK AND TAUGHT OUR GUYS. THEY'RE LEARNING HOW TO DO THE HIGH-END RESCUE. THAT GUY RIGHT THERE WAS BRAND NEW. HE WAS ON THE JOB FOR A WEEK WHEN THAT HAPPENS. SO, HE ALMOST DECIDED TO HAVE A CAREER CHANGE AFTER THAT BUT HE DECIDED TO STAY.

WE HAVE ABOUT ABSOLUTE WONDERFUL COMMUNITY THAT RECOGNIZES OUR POLICE DEPARTMENT EVERY YEAR, I COULD NOT BE MORE APPRECIATIVE IN OUR COMMUNITY. TONIGHT, I WOULD LIKE FOR OFFICERS ON DUTY TO COME FORWARD AND ACCEPT THE PROCLAMATION. ON MARCH 28TH, DEAN SCHIFF, THEY WERE ON DUTY AND RESPONDED TO THE GOLD END.

IT WAS A SIMPLE CIVIL CALL. SANCHEZ GETS THERE AND SHE SEES THE SUBJECT IN THE PARKING LOT.

HE IGNORES HER AND HE GOES IN THE ROOM AND LOCKS THE DOOR.
