AND WE WANT TO CONTINUE THAT EFFORT.

BUT I HAVE MIRANDA-- BOARD MEMBERS.

THAT THEY WOULD STAND AND I HAVE SOME AND SO THE CITY HAS EXPANDED AND YOU'RE BUILDING NEW BUILDINGS, WE NEED NEW BUILDINGS TOO. THESE BUILDINGS ARE REALLY OLD AND THEY ARE NOT COST EFFECTIVE.

WE WILL HAVE 14 CAREER PATH UNITS AND FOUR UNITS FOR MOTHERS WITH UP TO TWO CHILDREN.

AND THAT'S SINGLE MOTHERS WITH UP TO TWO CHILDREN.

THE PURPOSE FACILITY. WHICH PROGRAM IS INCLUDE BUT NOT LIMITED TO HEALTH CARE. IT DOES INCLUDE FOOD.

SO THE REAR OF THE SITE YOU HAVE THE COMMUNITY GARDEN.

IT WILL BE EXPANDED FROM WHAT IS THERE TODAY.

THEN WE'D BUILD OUT THE COMMUNITY ASPECT OF IT.

AND WE WANT THEM THE STAY IN THE COMMUNITY AND WORK WITH OUR CHILDREN IS THAT'S THE WAY FOR US TO BRING THE ELDERLY POPULATION INTAT YOUNGER POPULATION.

SO THAT WE CAN MATCH THOSE RESOURCES AS WELL.

AND THEN 14 UNITS WILL BE FOR CAREER PATH HOUSING.

THAT IS THE LIVE WORK SPACE. IS THAT MEANS THAT THEY CAN LIVE ON THE PROPERTY AND ALSO WORK ON THE PRRT.

BECAUSE THAT'S THE EXTENSION OF THE RETAIL SPACE.

AND WE HAVE DEDICATED FOUR UNITS THAT ARE GOING TO BE FOUR FOUR-BERM UNITS FOR SINGLE MOTHERS WITH YOUNG CHILDREN WHO NEED A SAFE PLACE TO LIVE. BUT ALSO NEED THE TRAINING SO THAT THEY CAN BECOME SUSTAINABLE FOR THEIR CHILDREN AND THEMSELVES. AND SO THERE IS FOUR UNITS SET ASIDE WHERE EACH MOTHER CAN HAVE UP TO TWO CHILDREN.

AND AS YOU CAN SEE, '23/'24 WE PAID IN PREMIUM $1.034 MILLION AND THEY PAID OUT 800,000 IN CLAIMS. THAT RESULTS IN A MUCH MORE MANAGEABLE RENEWAL, OKAY. '24/'25 OUR UTILIZATION GOT PRETTY HIGH. WE INCURRED A LOT OF CLAIMS. WE PAID IN $1.1 MILLION IN PREMIUMS. THEY PAID OUT 1.7. SO IN ESSENCE FROM BLUE CROSS STANDPOINT, THEY'VE LOST MONEY. AND NOW THEY'LL TRY TO RECRUIT.

THEY DON'T HAVE MAY JUNE AND JULY YET.

SO WE HAVE A HARD ENOUGH TIME KEEPING PEOPLE ANYWAY.

SO OUR GOAL DURING BUDGET PROCESS IS FIND THE COMBINATION WHERE WE CAN OFFER A HEALTH PLAN THAT'S MORE AFFORDABLE FOR THEM AND US. AND SO MOVE DOWN THE ROAD ON THAT. WE DISCUSSED THAT DURING THE BUDGET WORK SESSION. RIGHT NOW IT'S KIND OF SHOCKING TO SEE THE LAST TWO YEARS WE'VE HAD VERY HIGH USAGE IN THE HEALTH PLAN. AND WE'RE GOING TO PAY THE PRICE FOR THAT BECAUSE NOBODY WANTS TO BUY THAT RISK.

THEY ARE SAYING WE SEE WHERE THIS IS HEADING AND WE'RE NOT GOING TO BE IN ON IT. SO BLUE CROSS BLUE SHIELD IS THE CARRIER. AND THEY'VE GIVEN US A MARKET INCREASE ON OUR RATES. MITCHELL'S JOB IS TO GO OUT AND TRY TO LOOK AT ALL THE PLANS AND GIVE US THE ANALYSIS OF WHAT IT WOULD COST THE CITY VERSUS THE EMPLOYEE CORRECT? THAT'S WHERE WE STAND RIGHT NOW.

IT'S A VERY DIFFICULT SITUATION.

WE'RE-- WE DON'T HAVE THAT LARGE OF BUDGET FOR THOSE THINGS. AND TO TAKE $1.9 MILLION IN INSURANCE PAYMENTS AND BLUE CROSSES IN THE HOLE FOR 9,000 IS NOT A GOOD TRIMMING FOR THEM.

BUT WITH ANY CRISIS OR ANY KIND OF THERE'S A METHODOLOGY TO WORK THROUGH IT. AND REALLY CAN'T LEGALLY TRIED TO SAY HEY, YOUR INSURANCE IS COSTS ARE TOO MUCH.
